The following duties are normal for this position. The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment of this classification.


Commands the assigned divisions and/or units as directed by the Chief of Police. Performs administrative functions as assigned to include but not limited to assisting with the preparations and monitoring of the department's budget, purchasing, payroll, policy implementation/review, operational planning for special events, training, fleet management, facilities management, quartermaster, personnel, training, and weapons management. Conducts research, prepares staff studies, and makes recommendations for the improvement of operations. Develop goals and objectives to align with the mission of the Department and University. Provides status reports for senior staff on a regular basis. Attend and participate in meetings and events with our campus key partners and other external stakeholder groups. Supervises the work of sworn and non-sworn direct reports. Reviews reports from police sergeants, civilian supervisors, and other subordinates. Prepares work schedules. Identifies available personnel and resources required to carry out the operations of the Department. Conduct performance evaluations and manage personnel matters. Manage and investigate employee complaints and make recommendations for discipline. Communicate the directives from senior staff to Department personnel. Ensures clear and open communication among all levels of the Police Department. Motivate subordinates to accomplish the goals and objectives of the department. The position is a Tier 1 emergency employee and is essential in the event of any University emergency.

Department Specific Divisions/Unit Responsibilities



Operations:



The lieutenant assigned to the Operations Division will be responsible for overseeing the uniform patrol operations for the Department. The assigned lieutenant(s) will ensure the smooth and efficient functioning of all patrol activities within the Department.



Administrative/Support Services:



The lieutenant assigned to the Administrative/Support Services will have the responsibility to oversee Criminal Investigations, Threat Assessment, K-9 Unit, Special Events and off-duty. In addition, the Lieutenant is responsible for the oversight of the Department's Police Technical Services which includes the Department's Communication Center, Police Dispatchers and the University's CCTV program.



Community Affairs:



The lieutenant assigned to the Community Affairs function will have responsibility for public information, crime prevention, and community outreach. The role requires skill in program development and implementation that enhances police/community relations and understanding to include design, execution and measurement of results. Other functions will include public speaking, and flexibility to attend meetings and events that work for the student population.


The lieutenant assignments and organizational structure are subject to change based on operational needs to ensure the department is operating efficiently across all areas to successfully fulfil our mission.



CORE QUALIFICATIONS




Education:



Bachelor's degree in relevant field



Certification and Licensing:



Law Enforcement Certification



Experience:



Minimum 5 years of relevant experience



Knowledge, Skills and Attitudes:



  • Knowledge of business and management principles.

  • Ability to direct, manage, implement, and evaluate department operations.

  • Ability to establish department goals and objectives that support the strategic plan.

  • Ability to effectively plan, delegate and/or supervise the work of others.

  • Ability to lead, motivate, develop, and train others.
