WORK EXPERIENCE
Ten years of leadership and administrative experience in human resources or equivalent related experience required. Demonstrated experience in directing compensation and classification, benefits and leave, data reporting, and human resources-related technology and experience in strategic planning, organizational development, and continuous quality improvement initiatives preferred.
Experience in the K-12 space HIGHLY preferred
Strong experience with HRIS, preferably Peoplesoft
Experience with ad hoc reporting and compensation (FTE or allotment) analysis
Experience with benefits administration
Licenses/Certifications
Must hold or be eligible for a valid Georgia Educator's Certificate in Educational Leadership and/or Support Personnel License issued by the Georgia Professional Standards Commission. Current professional HR certification issued by HRCI (PHR or SPHR), or SHRM (SHRM-CP or SHRM-SCP) preferred.
PRIMARY RESPONSIBILITY
Provide leadership, direction, and continuous quality improvement to the Human Resources Employee Services Department.
ESSENTIAL JOB DUTIES
1. Provide leadership in establishing and maintaining a comprehensive and equitable compensation and classification administration system.
2. Provide leadership in establishing and maintaining a comprehensive and value-added benefits administration system.
3. Provide leadership in establishing and maintaining a comprehensive and value-added leave administration system.
4. Provide leadership in establishing and maintaining a comprehensive and value-added data reporting system that maximizes district funding through Full-Time Equivalent (FTE) and Certified/Classified Personnel Information (CCPI).
5. Provide leadership in establishing and maintaining a comprehensive and value-added points allocation system for each location to support student success within the K-12 environment.
a. Partner with business and finance to ensure fiscal responsibility and transparency.
6. Provide leadership in establishing and maintaining a comprehensive and value-added certification system.
7. Provide leadership in establishing and maintaining a comprehensive HRIS technology system.
a. Design and create Human Resources queries to support data requests.
8. Provide leadership in maintaining a balanced divisional budget that preserves accountability, accuracy, and transparency with expenditures for the division of Human Resources.
9. Partner with district leaders to ensure all new employees receive accurate information that develops and reinforces the district's mission, vision, and values during the employees onboarding experience.
10. Provide leadership in establishing and maintaining the job description database for the district as fiscally responsible.
11. Provide leadership in establishing and maintaining the employee records management system for the district.
12. Provide leadership in establishing and maintaining excellence in customer services related functions within the reception areas.
13. Contribute vision and imagination to the solution of human resources operational challenges facing Gwinnett County Public Schools.
14. Keep abreast of local, state, and national developments in human resources management.
15. Ensure the communication of the mission, vision, and goals of the Human Resources Division create an understanding of personnel/employee programs, challenges, and accomplishments.
16. Provide leadership for the development and continuous improvement of business processes for the Department of Employee Services.
17. Represent the Chief Human Resources Officer as appropriate.
18. Perform other duties as assigned.
