Position Summary
The position serves as Facilities Project Support personnel consisting of supporting the planning, design, and overseeing of healthcare system projects; oversees Construction contracts to ensure the contractor is in compliance with all contractual requirements, healthcare regulations and codes, specifications and schedules are met in accordance with the government"s requirements for Fox Army Health Clinic (FAHC) owned and leased facilities.

Essential Duties and Responsibilities
Project Management Support: Perform on-site project management services at FAHC, working directly with the facility manager and gathering input for effective planning and execution.
Field Surveys and Investigation: Conduct field surveys to assess existing layouts and conditions, reporting findings to the Contracting Officer"s Representative (COR) or other relevant government officials for appropriate action.
Compliance and Regulations: Ensure all construction projects conform to relevant codes and standards, including NFPA (National Fire Protection Association) codes, TJC (The Joint Commission) standards, safety protocols, and other healthcare-specific regulations.
Coordination with Stakeholders: Collaborate with various stakeholders, including the facility infection control officers, safety officers, and construction contractors, to ensure compliance with safety and infection control standards during the project lifecycle.
Quality Control Oversight: Monitor construction contractors' quality control activities to ensure adherence to contract specifications, recommending corrective actions to the COR as necessary.
Utility and Construction Outages: Ensure timely coordination with hospital staff regarding utility outages or any disruptions, providing engineering and contractor support during these events.
Project Meetings and Reporting: Attend and participate in pre-construction meetings, staff meetings, progress reviews, and other project-related discussions. Provide timely and accurate reports to the COR and other relevant officials.
Collaboration and Coordination: Work closely with various departments, including Facilities, Logistics, Med Maintenance, the construction contractor, Regional Facilities staff, DPW PM staff, and Corps of Engineers staff to ensure effective project execution.
QA and Documentation: Assist with the execution of discrete quality assurance functions in support of the COR and other government officials. This includes reviewing project schedules, safety oversight, coordination, and documentation for all ongoing construction and repair work.
Final Inspections: Participate in final on-site inspections of completed work and provide recommendations for corrective actions to the COR, as needed.
Facility Meetings Participation: Attend and participate in facility meetings related to the environment of care, space utilization, and facility updates to stay informed of any changes or requirements.
After-Hours and Weekend Work: Depending on the needs of the construction and repair oversight, the contractor may be required to work after hours or on weekends. The total hours worked per week shall not exceed 40 hours, and variations in the work schedule may be approved by the facility point of contact (POC) as long as no overtime obligations are incurred.
Qualifications and Experience
Proven experience in project management, particularly in construction, repair, or alteration projects in the healthcare environment.
Strong understanding of developing Statements of Work (SOW), cost estimates, and schedules.
In-depth knowledge of construction standards, methods, practices, materials, and equipment to ensure compliance with engineering regulations and healthcare standards.
Preferred Experience
Familiarity with mechanical, electrical, structural, civil engineering principles, and their applications within the healthcare industry.
Knowledge of healthcare industry standards, regulatory agencies, and organizations, including but not limited to The Joint Commission (TJC), Occupational Safety and Health Administration (OSHA), and the National Fire Protection Agency (NFPA).
Working Environment
Minimal travel is required; the position is based on-site at the Fox Army Health Clinic (FAHC).
Physical Demands
Sitting/Standing: This role requires the ability to be on your feet moving around for most of the day interacting with staff, contractors or contractor representatives, and project being performed.
Walking: Ability to lift and move items as needed for the facility or project operations.
Stooping/Kneeling/Crouching/Crawling: This role may require occasional stooping, kneeling, crouching, crawling, and ladder climbing to inspect or support all aspects of facilities or projects.
Using Hands/Fingers: This role constantly operates technological office equipment such as laptop, mouse, keyboard, computer monitors, telephones, and scanners, copiers, and fax machines.
Talking/Hearing: This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information.
Seeing: This role requires the ability to see, view, and distinguish all aspects of work to ensure quality control.
Carrying/Lifting: This role requires the ability to lift up to 30lbs to transport technological office equipment, safety equipment, and other needed project items to and from various workspaces.
