Pay Range: $73,765.12 - $145,118.69


Scope & Purpose:

Manages multi-component projects of medium to large size. These projects are characterized as having a project value of at least $50 million and crosses multiple business units, departments or operations. The projects managed have high project visibility, impact and risk at the Agency.

Position will provide oversight during the life cycle of the grant process, ensuring compliance with grant requirements across departments. Position will be responsible for monitoring and tracking costs, providing guidance, and collaborating with external and internal staff, financial reporting and internal controls.


Essential Functions & Duties:

  • With all involved departments, prepare, monitor and manage the development of PTB's annual capital budget in excess of $100M, and allocate appropriate funds and expenses to ensure project and contract management costs are delivered within budget and on schedule.
  • Responsible for preparation and submittal of grant reporting documents as required by federal and state agencies.
  • On behalf of the Planning Department, review and approve (change orders and work orders) related to grant funded projects and/or approve capital improvement program, and report project status for cost and schedule to identify potential variances, provide recommendations for possible corrective actions or efficiencies in timelines or budget.
  • Research, compile and analyze data relating to advanced capital projects and grant programs in preparation and for presentation to regulatory agencies, PTB executive team and the PTB Board of Commissioner's.
  • Establish and maintain a database of all grant awards
  • Generates reports to track expenditures, payments, budget balances, obligations, revenue, and fund balances for assigned grant projects. Reconciles grant award and grant expenditures.
  • Coordinates and submits the Port's annual registration with the System for Award Management (SAM).
  • Coordinates with Finance on the annual Single Audit Program, the Schedule of Expenditures of Federal Awards and other audit requirements.
  • Prepares and monitors the Planning and Development's annual operating budget.
  • Perform detailed administrative tasks for the VP of Planning & Development. Provide guidance on and promotes use of Planning & Development project management practices.
  • Perform other duties as assigned.


Essential Knowledge, Skills, & Abilities:

  • Knowledge of port projects, policies and activities, financial analysis.
  • Knowledge of federal, state and local rules and regulations governing government agencies and their grant management program.
  • Knowledge in processing grants, prepare and submitting mandate reports.
  • Extremely proficient in excel (including use pivot tables) and Microsoft suite.
  • Skills to work independently and as a team with internal and external stakeholders.
  • Skills to maintain close documentation for the department
  • Skills to develop safeguards to ensure the integrity of grant administration and protect PTB from financial losses
  • Skills to support mission and strategic vision
  • Skills to prepare and monitor multiple budgets and project costs
  • Skills to review and maintain key documentation related to capital budget using state/federal/funding
  • Skills to interact with all level of management and other project managers to clarify state and federal guidelines regarding grant funding
  • Ability to manage capital improvement budgets in excess of $100M+
  • Ability to anticipate spending to ensure capital dollars are fully utilized within a specific time period
  • Ability to proactively set priorities and multi-task without compromising attention to detail
  • Ability to problem solve and do critical thinking; work with minimum supervision
  • Ability to communicate effectively with all level of management, both oral and written
  • Ability to develop time line to meet submission deadlines and checklist of required documents and independently adjusts time lines to adopt to constant changes.


Requirements:

Minimum Training & Experience Requirements:


  • A Bachelor's degree in Finance, Business, or Planning; and
  • Five or more years of experience in managing, administering, coordinating, scheduling and budgeting of CIP Improvement projects.
  • Or any equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies listed above.

Special Requirements:

  • Incumbent must possess a current and valid Florida Motor Vehicle Operator's License or capable of obtaining one within thirty days from the date of hire.
  • Must successfully pass a seaport security background check and compliance for a Transportation Worker Identification Credential (TWIC).



Supervisory Responsibility:

  • Incumbent may supervise the performance of personnel and other staff within the department.


Work Environment:

  • This job operates in a professional office environment with occasional site visits to commercial and industrial jobsites.
  • The noise level in the work environment is usually moderate.



Physical Demands

  • While performing the duties of this position, the employee is regularly required to talk or hear. The employee frequently is required to use hands to finger, handle or feel

objects, tools or controls. The employee is frequently required to stand; walk; sit; reach with hands and arms; climb or balance; and stoop, kneel, crouch or crawl. Prolonged periods of standing, bending, sitting, kneeling; Frequent computer use.

  • Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision and the ability to adjust focus.


Position Type/Expected Hours of Work

This is a full-time position. Employees work five days a week which may include weekends. The department head will designate the work schedule.
