Civil Rights and Advocacy Response Manager



The Civil Rights and Advocacy Response Manager assists the University with responding to complaints of harassment and discrimination on the basis of a protected identity category including complaints based on race, religion, disability status, age, sexual orientation, veteran status etc., and the Title IX complaints of sexual harassment, sexual violence, relationship violence, stalking and sex discrimination. This includes conducting intake meetings and/or referring these meetings to the Outreach Specialist, providing outreach for supportive measures, implementing University-wide mandated training, acting as a liaison between offices for informal case resolution (mediation and restorative justice), and serving as a subject-matter expert on requirements of and compliance with all Civil Rights and related federal and state laws and University policies.

This position requires possession of a bachelor's degree from an accredited college or university, or equivalent experience. Also knowledge of Federal Civil Rights laws, diversity issues, the impact of diversity on education, and the business case rationale for the importance of diversity; some knowledge and the ability to interpret federal, state and local equal opportunity and non-discrimination laws and regulations including Title IX, Title VI/VII, FERPA, the Americans with Disabilities Act, Section 504 of the Rehabilitation Act, Violence Against Women Act, Clery and other applicable laws and regulations as required. Strong organization, planning, analytic, problem-resolution abilities, excellent interpersonal skills with the ability to remain neutral, maintain confidentiality, meet deadlines and display a commitment to the principles of equal opportunity and inclusive excellence are preferred. A master's degree, higher education experience, legal background, at least two years of experience with Civil Rights laws and regulations and/or thorough knowledge of the Clery Act and experience with Clery reporting is preferred.


Job Summary

Oversees response to reports of discrimination and harassments and responds to complaints at the university. Designs, develops, and facilitates in-person and online education modules that promote cultural intelligence and foster an inclusive, equitable culture for the university community. Assists departments and programs with the response to climate concerns including support with mediation.


Essential Functions

Assist with the implementation and administration of the University's policies and procedures for resolving informal resolution options for Title IX/Civil Rights complaints where necessary and assist with gathering evidence, scheduling, leading and assisting adjudicators in the Title IX hearing process. Conduct informal resolution (mediation & restorative justice) for all Civil Rights related cases through formal signed agreements or the referral to a formal process. Assist with the University's response to all complaints involving possible sex-based discrimination and protected category discrimination/harassment to monitor outcomes, identify patterns and assess effects on the campus climate. Develop culture plans to address systematic cultural issues as identified through Civil Rights reports and cases and conducts culture surveys to ascertain the current culture and to monitor the change in culture after there are appropriate interventions. Conduct Civil Rights and Title IX training where appropriate in partnership with the Sexual Violence and Prevention Education Department and other members of the Office for Equity, Diversity and Inclusion. Fulfill other duties as assigned by the Director of Civil Rights and Title IX.


Physical Effort

Duties are primarily sedentary. Must be able to use a computer at a desk or similar workstation, and travel to on-campus meetings as needed.
