Job Description:

DHHS Operations, Office of Procurement and Grants, is looking for the next Grants Administrator. This position oversees the Subaward and Grants Unit of DHHS, supervising a team of four direct reports and eight indirect reports. The unit's responsibility is to ensure best practices and compliance with law and policy in both federal and state grants. This includes both receiving grants from the federal government and private entities; passing through federal funding to subrecipients; granting state funds out; and processing payments on all types of grant agreements.


The Grants Administrator oversees a team that reviews grant applications, grant agreements, and administers competitive grant application process as well as a team that manages post-award functions. This position will train internal staff on best practices, agreement or application drafting, and DHHS grants policy.



Job duties include:



• Oversee end-to-end grant process for DHHS, from application, approvals, award, grant management, and close out.


• Establishing and enforcing policy and procedures for each phase of grant lifecycle: pre-award, award, and post-award.


• Authorized Organizational Representative for all federal funding.



Requirements/Qualifications




Minimum Qualifications: Bachelor's Degree in public administration, social work, human development, public health, behavioral science, law, finance, human resources or other program related field AND four years of experience in a field related to the assigned program area including supervisory experience; OR a Master's degree in any of the above mentioned fields and two years commensurate experience. Equivalent experience or coursework/training may be substituted for the educational requirement on a year-for-year basis.



Preferred Qualifications: At least four years of experience managing or leading a team responsible for applying for, or receiving grants from, the federal government.



Other: Position is located on-site at the Nebraska State Office Building in Lincoln.

Communication/Language Skills: Possess and demonstrate effective oral, written and listening skills. Ability to read, analyze, and interpret various documents as well as the ability to train others in performing duties and tasks.


Reasoning Ability: Ability to apply common sense understanding to carry out instructions furnished in various forms. Ability to apply logic to understand and interpret agency business processes. Ability to prioritize multiple projects in a fast pace, deadline driven environment, utilizing input from others, as appropriate.


Human Relation Skills: Ability to establish and maintain effective, professional working relationships with all team members, employees, customers, and suppliers.


Computer Skills: Knowledge of computer systems, including, but not limited to, time and leave entry, information systems, financial and purchasing systems, and policies and regulations. Ability to use the following programs: MS Word, Excel, Access, Outlook, Sharepoint, and other purchasing specific software programs.
