JOB SUMMARY

This is a hybrid position, 2 days per week in the office in DC, 20005


The Change Management Specialist will play a critical role in the Victim Compensation Fund (VCF) Transformation Project (VTP), which aims to optimize processes and systems supporting 9/11 victims’ injury and loss claims. This role will focus on guiding the organization through transformational changes, ensuring effective adoption of modern systems and ways of working.

The consultant will work closely with the VTP Project Delivery Lead, Product Owner, and cross-functional teams to manage change impacts and support the transition to an updated operating model. Success in this mid-level position requires strong organizational, change management, and communication skills, along with the ability to work independently in a fast-paced environment.

RESPONSIBILITIES

  • Update the existing Change Impact Analysis and Stakeholder Analysis to assess organizational needs.
  • Support the development of change management and communication plans to address change impacts and improve team members’ understanding of the transformation.
  • Engage with the cross-functional team to develop training materials, SOPs, and knowledge-sharing deliverables.
  • Assist in creating operating model transition collateral materials as defined by the VCF Transformation Delivery Lead.
  • Collaborate with stakeholders to address team members’ needs, hopes, and concerns regarding organizational change.
  • Contribute to the day-to-day organizational change management activities that enable successful project delivery.
  • Ensure deliverables are completed on time and meet quality standards.
  • Track and manage competing priorities across the team effectively.

KNOWLEDGE/SKILLS/ABILITIES

  • Proven ability to align with and execute Organizational Change Management methodologies and best practices.
  • Exceptional attention to detail and the ability to prioritize and meet deadlines.
  • Strong project management and coordination skills, with the ability to manage competing demands.
  • Working understanding of Agile methodology, technical implementation lifecycles, and tools like JIRA (preferred).
  • Demonstrated ability to work effectively in hybrid environments.
  • Skilled in coordinating across teams and developing clear, concise communications.
  • Strong judgment and critical thinking.
  • Time management, organization, and problem-solving skills.
  • Ability to work independently, manage conflicting priorities, and meet simultaneous deadlines.

QUALIFICATIONS:

Minimum Qualifications include:

  • Must be a U.S. citizen.
  • Ability to obtain a Public Trust security clearance.
  • Undergraduate degree with 2–5 years of similar work experience.
  • Familiarity with Organizational Change Management methodologies and best practices.
  • Proficiency in PC applications, including MS Office (expert-level PowerPoint skills required).

Preferred Qualifications:

  • Familiarity with process-mapping tools preferred.
  • Experience with federal government programs preferred.
  • Agile methodology and tools such as JIRA strongly preferred.
